Hint 1:
A fairly simple logic puzzle.
Hint 2:
Label each quadrant with a number and determine which other number they have to their left and right, and who they face. Remember to keep your bearing directed at the mountain.
Hint 3:
The two center nations, by definition have to have one symbol in the upper left corner of a shield, and the other center country in the lower right corner of the shield. The other central country will be the reverse of this. If you find two shields like this, those symbols must be the central countries and you can arrange everything else around them.
Hint 4:
Frusq isn't in the North East OR the North West quadrants.
Hint 5:
Vatria is pretty close to the mountain.
